Superintendent Recruitment and Search Process

 

Why are we recruiting a new superintendent? 

Superintendent Cindy Marten has been nominated by President Joe Biden to be Deputy Secretary of the U.S. Department of Education. Upon the resignation of Ms. Marten, Dr. Lamont Jackson has been appointed as Interim Superintendent through Dec. 31, 2021. The district will conduct a search process for a permanent Superintendent beginning in spring 2021. 

 

What is the process to recruit a new superintendent?

Will families, students and community stakeholders have an opportunity to engage in the recruitment and selection process?

Yes. The approved Superintendent Recruitment and Selection Process includes a plan for engagement, allowing for multiple town halls, community meetings and other opportunities for the public to actively participate in the selection process. Who is leading the recruitment and selection process? 

 

Along with the Board of Education, the selection process shall be supported by an organization tasked with leading town halls, listening sessions and community engagement meetings. A Request for Proposals has been issued and can be viewed and downloaded by visiting PlanetBids, the e-bidding software the District has adopted for all competitive bidding. https://pbsystem.planetbids.com/portal/43764/portal-home 

 

All proposals are required to be submitted through this portal no later than April 22, 2021, at 1:00 pm.

 

The proposals will be reviewed by the Advisory Committee that will make the recommendation to the board for the award of contract to the organization that will lead town halls, listening sessions and community engagement meetings.

 

How long will the recruitment and selection process take?

The Board of Education built a timeline, which includes ample time for community engagement, review of applicants, and interviews. 

Feb. 2, 2021: The board of education adopted the Superintendent Recruitment and Selection Process.


Feb. 23, 2021: The board approved the initial representatives to the Advisory Committee.

March 9, 2021: The board approved additional representatives to the Advisory Committee.

March 18, 2021: The district opened the Request for Proposals (“RFP”) solicitation from interested organizations. Applications are available at https://pbsystem.planetbids.com/portal/43764/portal-home and are due by April 22, 2021, at 1:00 pm.

March 23, 2021: The Strategic Sourcing and Contracts Officer presented information to the board and public on the district’s RFP and contracting process. The presentation is available at https://go.boarddocs.com/ca/sandi/Board.nsf/files/BZ9QJ2692E51/$file/RFP%20Process%20Presentation%20.pdf.

April 22, 2021, 1:00 pm: Request for Proposals closes.

May 5 - 12, 2021: The Advisory Committee will conduct interviews of the responsive bidders and make a recommendation to the board for contract award. 

Late Spring and early Summer 2021: The selected organization will lead town hall meetings that will lead to the creation of a vision for the future of the district, and the identification of the qualities of a Superintendent to lead that vision. The Advisory Committee will use the information gathered during the town halls, listening sessions and community engagement meetings to develop the job posting.

July 2021: The position of superintendent will be posted by the end of July 2021.  The recruitment will open to qualified candidates.

September 2021: The Advisory Committee will screen the candidate application packages and will recommend up to ten (10) candidates to be interviewed by the Board.

October 2021: The Board will select up to three (3) final candidates. 

 

November 2021: Community forums will be held in early November 2021 for the public to meet the finalists and provide feedback.

 

December 2021: A permanent superintendent will be selected by the beginning of December 2021 to allow for a month-long transition into the position.
