California Government Code sections 4525 et seq. and 53060 grant the district the authority to contract with and employ persons for the furnishing of architectural, landscape architectural, engineering, environmental, land surveying, and construction project management services, if such persons are specially trained, experienced, and competent to perform the special services requested.
The District operates under a structured procurement process to enlist professional services essential for fulfilling its bond program mission. These services encompass a broad spectrum of expertise and are vital for the successful execution of various projects and initiatives. Professional services procurement follows California Education Code sections 17596 and 81644. Request for Qualifications (RFQ), Request for Statement of Qualifications (RFSQ), Request for Qualifications and Proposals (RFQP) may be issued every two to five years to solicit qualified firms. Upon selection through RFQ/RFSQ or other means such as a direct negotiation and approval of agreement by the District’s Board of Education, firms are issued a Notice to Proceed (NTP) to commence work on specific projects. District professional service solicitations are advertised in the Daily Journal and PlanetBids™.
